I run Give a Dog a Home Rescue in Maine and have taken in animals from South Korea, China, Afghanistan and never had any issues - since all animals need to be vetted and certified I do not see any risk - our problem was not being able to fund the transport, but we still do occasionally accept dogs from the South Korean Meat Trade when they have a flight volunteer and funding.

I can't name specific shelters in need of a partner, but I know that shelters and rescues in the Western Washington area, particularly in the Seattle-Tacoma area, bring in dogs from Texas, California, and other areas fairly often. You may not find an immediate outlet, but could start to build a relationship/connection.
Good luck with it! I have tried to find a partner for Montenegrin animals, but the risks with international transfer are too much for groups to take on, especially when there are so many animals here in the US needing homes.

I work at a shelter in an area thats overflowing with homeless/surrendered animals, i keep seeing threads talking about northern states that need more animals but i havent seen a thread with specific rescues/shelters looking for transport partners.
i have 26 dogs ready to be transported and im in dire need of new partners that are needing more animals. all of my partners now are in my state, or in a location thats overpopulated also.
if anyone has any resources for me it would be very appreciated, we have so many waitlists and we had to close our intake and stop taking from our local animal control because of the overwhelming amount of animals being surrendered. we are a no kill shelter so the animals that have been here for a while are putting our intakes behind, i know these babies would get adopted in a heartbeat if they could be exposed to more people.
