I can recommend our latest field services course, NACA Field Services Series: Community-Centered Programming. I posted this on another thread and am posting here in hopes of receiving more responses. I volunteer in a tiny Balkan country called Montenegro, which has never had any sort of ACOs or professional staff for animals apart from veterinarians. There is an Animal Welfare Law, but no actual enforcement mechanism.
