Community Conversations - 09/30/2026 Accessible Pet Care Wrap-Around Services for Underserved Populations

  • 1.  Community Conversations - 09/30/2026 Accessible Pet Care Wrap-Around Services for Underserved Populations

    Posted 21 days ago

On Wednesday, September 30, 2026 at 11am Pacific  / 1pm Central / 2pm Eastern we looked at services can help keep pets and families together. Our guest speakers were @TERRYL Daluz and @Andrea Carter of Loving Paws, Inc., a dedicated non-profit animal organization that assesses the needs of low-income pet owners and their beloved animals with a mission to provide essential support and care for pets in underserved communities.

For a certificate of attendance for continuing education credit, please please watch the recording on Maddie's University.

Access to affordable, comprehensive veterinary care remains a significant challenge for underserved populations, including low-income individuals, older adults, people experiencing housing instability, and communities with limited access to animal health resources. Financial hardship, transportation barriers, limited veterinary services, and competing social needs can result in delayed or forgone care, affecting the health and well-being of both people and their pets. This presentation examines pet care wrap-around services as an integrated, community-based approach to addressing these barriers.

Services may include low-cost or subsidized veterinary and preventive care, pet food and supplies, transportation assistance, temporary pet housing, behavioral support, and connections to human social-service resources. Coordinating these services can support pet retention, reduce preventable relinquishment, and promote household health and stability. Loving Paws Inc.’s framework emphasizes cross-sector collaboration among veterinary providers, animal welfare organizations, public health agencies, social-service organizations, community-based groups, and local governments. By recognizing pets as integral members of households, this approach seeks to advance equity in access to essential pet care while supporting outcomes for both people and animals.

This webcast has been approved for CAWA and NACA  continuing education credit.

Also, Maddie's Fund will be awarding up to $10,000 in grants each month! Each time you attend a call or watch the recording on demand during the month, take a moment to complete this monthly grant awards entry form.

    About our speakers

    Terryl Daluz portrait

Terryl’s love for animals began in childhood. Growing up in a low-income, single-parent household in the inner city, he developed a deep empathy for the stray animals in his neighborhood. He would save coins to buy them food and build makeshift shelters from wood and cardboard, always wondering why people would abandon their pets without food or protection.

That compassion has remained central to Terryl’s life and work. Over the past 30 years, he has worked in social services with adolescents in the juvenile justice system, individuals experiencing mental health challenges, and people experiencing homelessness.

In 2019, Terryl and his partner, Andrea Carter, opened Wash My Dog grooming salon to provide a safe, welcoming environment for pets. They now have two locations, including one in Van Nuys, California. In 2022, they founded Loving Paws to support people experiencing homelessness and their pets by providing access to essential pet care and resources. They opened a low-cost wellness clinic in September 2025 and are launching a spay and neuter clinic in September 2026.

Terryl and Andrea live in Pacoima, California with their three dogs.

    Andrea Carter portrait

Andrea grew up surrounded by animals on her grandparents’ farm, where her pets provided comfort and companionship. After losing her grandparents as a teenager, Andrea experienced homelessness and lived in her car at just 17. With the support of a high school counselor, she graduated and went on to earn a B.A. from Cal State Poly, followed by a Master of Science in Counseling with an emphasis in Marriage, Family Therapy, and Child Therapy.

Driven by her own experiences with trauma and loss, Andrea has dedicated more than 20 years to supporting foster youth, Transitional Age Youth, domestic violence survivors, individuals experiencing substance abuse and mental health challenges, veterans, and people experiencing homelessness. She also spent more than a decade as the director of one of Los Angeles’ largest homeless shelters, overseeing multiple interim housing and safe-site programs.

A Certified Groomer and co-owner of Wash My Dog Salon with Terryl Daluz, Andrea’s personal and professional experiences inspired her to found the nonprofit Loving Paws, Inc. She is passionate about providing resources that help people remain united with their pets, regardless of their housing situation.

Incredibly impressive, thanks for sharing! The Inner Pup has been providing access to care in low-income neighborhoods in New Orleans since 2014, and we have provided services to underserved pet owners in prevention, wellness, behavior training, and veterinary assistance. We've conducted 180 clinics and participated in the community broadly for the purpose of elevating underserved pet owners and assigning higher value to their pets and the community responsibility to care for companion animals. I am uploading a file that provides more information about us. We invite free consultations, and we love your interest and affiliation with our heartworm prevention and treatment programs. We always invite you to engage with us in any way that can benefit you, your organization, your thoughts, and your plans! We love people, we love pets, and we consider it the highest honor to serve. Our strongest belief is that there are no problems, only solutions and we've met many challenges on our journey, and we expect more challenges that will accompany the great progress we are making. Thanks to everyone for being part of the solution.

I am new to the weekly conversations but I sure loved today's conversation. Is there anything I need to do other than register, which I did? Do I need to notify anyone that I'm in the conversation and attending the Zoom, or just join and that's it. Do I need to register weekly or fill in any additional forms to participate in the conversations? As for today's wonderful conversation:

many things you said today hold true for us, and a few were so close to our own experiences. We keep learning, putting ourselves in shoes we've never worn before, learning to leave judgment out of it and really listen. And that listening is different... hearing and feeling someone's fear, hurt, frustration, hopelessness, without reacting to the negativity that sometimes comes with it. Giving them a little courage to trust.

Underserved pet parents are missing so much of what they need, for themselves and their pets. It takes time to figure out what help will actually help, listening to what they say and somehow hearing what isn't said, too. We've learned so much and every day we love a little deeper. It's what keeps us going.

Your work is astonishing. I know how far a little can go, and how partnering with a pet's parents is the only way we can really help that whole human/pet family. Wow, congratulations on a terrific conversation, for being real, doing the work, and for the miles of patience and compassion behind it all.

    Hello Genie,

Welcome to the weekly conversations!  Thank you for your feedback!  If you are registered,  I don't believe you need to do anything else but join the conversations when you have time.   You will receive notices with the links to the conversations in your email.

I really appreciate you sharing!  Active empathetic listening is key.   Meeting people where they are without being judgmental can be difficult at times.  We all have our own perceptions, baggage, etc., about things.  Sometimes we need to take the time to hear with our hearts and use our minds to offer productive solutions that can help people with their pets.

Thank you again for all the work that your organization has been doing!  It sounds like an amazing program!

We help any pet that our clients may have.  We have worked with individuals who had snakes, rabbits,  birds, and guinea pigs.  If we don't have the resources we try connect them with others that do.

For the interim housing programs that we work with, they usually know the importance of accepting people's pets; they just don't have the infrastructure to manage them.  That is where we come in.   As Andrea stated in the presentation, the program that she ran did not accept pets at first.  It started with a conversation with the powers that be: "Are we truly a low-barrier program that meets people where they are?   If the mission is to get people off the streets, by any means necessary, then we need to accept their pets.  We at Loving Paws can help you navigate some of the concerns about accepting pets.  We would offer training, assessments, and put a plan into action.  Most programs don't accept pets because they don't know how to deal with issues that come along with them, or they don't want to.  We will help make the transition a smoother process.

If we are speaking of animal shelters:

    1. I would advise them, when accepting applicants for adoption, to be open to all people who may be interested in giving a pet a forever home.
    2. Provide a welcoming and safe space for individuals when they are inquiring about adopting.   Energy is key!
    3. Provide training to the staff on how to create a safe environment for people who are seeking adoption.
    4. Offer training for new pet parents.
    5. Offer resources for them.  If the agency does not have them, connect them with an agency that does.
    6. Partner with organizations like Loving Paws to provide after-adoption care to address specific needs.

    I hope this helped!

Thank you for the great conversation with Loving Paws! I also really liked the email with the research "Co-occurring Unmet Needs in Human and
Veterinary Care: Structural Barriers and Severity of Veterinary Outcomes Across US Households" by J Claire Schuch and Kenneth Royal through the University of Tennessee. My organization is trying to work with helping foster cats and Returning Citizens, so Loving Paws work and insights were incredibly engaging for me.

My question for them, and any others reading, is how do unmet or underserved human medical care impact your work with pet care?

It makes complete sense that it's directly related, and I've seen it first had, but before reading the article I guess I wouldn't have thought to really to give it as much attention as I should in my nonprofit's work. Thoughts?

, Unmet medical and mental health needs in pet owners affect the very core of access to care, their priorities, motivation, and ability to get help for their pets. These human needs are a primary barrier to pet care.

The Inner Pup's ultimate goal is One Health, because overlapping stressors in a household are the rule, not the exception. Ideally, trained social workers and other skilled professionals would help assess and support families. But most animal welfare organizations, including ours, cannot afford to hire them. Our workaround is the network of community relationships we've built over many years, partners we can turn to for help with the many needs our clients face.

In our experience, New Orleans has excellent free clinics for people without health insurance, sometimes offering care that feels almost like concierge medicine. But that care is accessible only if you can navigate the system. For many of our clients, the hurdle is completing applications, using online systems, making phone calls, scheduling appointments, and following through while already overwhelmed.

Making services available is only part of access. People also need help reaching them. And helping the person can make all the difference for the pet.

This Is a very important concern !    Volunteering  with PAWSITIVELY CAT NO-KILL Shelter,  we often have " Retuns ", simply because they cannot afford to care for their cats and/ or Medical needs. This happens especially with older Cats.  it's a sad situation for the Cat and the owner.  We need to do Better !!
