Could anyone kindly point me to a resource that provides recommended guidelines for access to water/food/exercise for cat and dog transport between shelters? 

Hi Michelle, that's a great question. You might want to watch this 5-minute video that shows steps to take to transport cats between shelters that minimizes their stress. At 4:20 the presenter discusses not needing to take a water bowl though I believe this is for shorter transports.
