Hawaiian Humane is the county animal service provider for Oahu. The city has asked us to re-imagine the dog licensing system as compliance is low and it is not financially self-sustaining. Has anyone had any experience with switching to a more cost-effective model than the traditional dog tag that maintains the goal of getting lost pets back home quickly?

There was as shelter up in Canada that had the same problem, so they turned it into a contest. Everyone that got a license for their pet was entered into it. I think they had a sponsor that donated a diamond encrusted dog collar?
So cool!
Several cities in Texas have switched to a microchipping system with huge success. Check out San Antonio and Waco for ideas. - Corey
