This happens occasionally to us as well and we have a small team with just one person dedicated to the foster program also. We do allow it, but it's very seldom since it can be tricky (as you know) and it's all case-by-case.
We have quite a lot of kitten fosters, so it's pretty easy to go the route of surrender and then place them safely in a trained foster home. We also use the Home to Home program, so that makes a situation like this really easy, especially if the community member does not want to surrender to the shelter or have the kitten enter into our foster program with another foster. They can keep the pet with them at home and facilitate the adoption through that program. Here's a link to that,

Hello everyone! As we head into kitten season, our team is trying to re-think the way we approach foster to surrender situations (finders holding onto animals until we have the ability to take them). Does anyone have any tips on how to ensure that FTS animals don't get "lost in the shuffle?" We have a pretty small team of employees (with only myself actually dedicated to the foster program), so it can be overwhelming to track everything once kittens start rolling in.
If your facility does FTS, any advice on how your program operates/how to make things more fluid would be welcome! Thanks!
