National animal welfare organizations are wonderful when they are supporting local shelters and advocacy efforts. However, we have run into a problem wherein national organizations send representatives to our state who work against local animal advocacy efforts either directly (by opposing what the local community needs/wants) or indirectly (by acting inappropriately and making all animal advocates look bad).

We have attempted to rectify this situation by confronting the issues head-on with the representatives and the organizations. We get agreement from the representatives to stop working against the animals' interests (lip service), but they always go right back to the inappropriate behavior, thereby upsetting local officials and once again making those of us actually on the ground doing the work look bad.

Is anyone else experiencing this? How do you combat it?

If you have had the opposite experience where these individuals are incredibly helpful, please tell us how you've cultivated that relationship, especially if it started out bad and became good.
