Thank you for sharing your experience. Establishing a registry is one of my goals for the 2027 legislative session. I have spoken with a couple of legislators in Arkansas, and they have agreed to support legislation. I wouldn't have thought about the reporting process, such as how the information gets to the registry.

I'm not sure if you've ever looked at the registry; but it is an incredibly small amount of individuals that does not match the TBI (TN Bureau of Investigation) numbers of animal cruelty in TN. Because agencies must send in registration (and I do not know how difficult that is) it has a very low compliance rate. I believe it would be better set up if it was either a mandatory reporting, or an automated system.
