Our local HSS put together a google doc that is shared confidentially within certain parties. I have pushed for a database similar to sex offenders. My town will banish a dog, and typically the owner goes with the dog, however, that only pushes the problem sometimes one block over. I will follow this conversation to see how this plays out. I would love to get behind something like this.

Subject: Animal Abuse/Neglect Records
To my current knowledge, there are no national animal abuse/neglect registries.
Has anyone worked with or created a way with their local prosecution offices to get records of those who have been charged with/guilty of animal abuse or neglect?
We are a small contracted animal shelter with animal control ran through the local pd. However not all cases are brought to us or are we even informed so we've found out.
We unfortuntely found out too late once that an animal we had adopted out went to someone who had been convicted of animal neglect. We luckily got her back due to the small chance the owner decided she didn't want the dog. We cannot afford to run background checks on everyone who enters our shelter, and rely on information we have heard from the grapevines and other local rescues.
Does anyone have any ideas or programs to help keep our records up to date on those who cannot own/adopt an animal due to past convictions?
Any help is greatly appreciated,
