I volunteer in a tiny Balkan country called Montenegro, which has never had any sort of ACOs or professional staff for animals apart from veterinarians. There is an Animal Welfare Law, but no actual enforcement mechanism.
There is a growing call among Montenegrins for "Animal Police", and a sense that this will quickly solve the problems of abandonment, neglect and abuse.
As a volunteer in Montenegro, I try to provide information and resources that would not otherwise be considered on a variety of topics related to animal welfare. I would love to learn how communities have developed the roles and job descriptions of ACO's, to include the variety of duties we all know they perform, and the nuances of effective practice other than writing tickets.
I know there are a ton of resources already available, but I'm looking for things that address the creation of the jobs, (or maybe the reimagining of the jobs) what was done right, painful lessons not to repeat, etc.
Also, are there any communities in the US where animal control does NOT fall under a law enforcement agency? Does that affect the function of your CSO's?
