    Hello everyone. I am not affiliated with any shelters or rescues,  I live in a small (25,000) town. I want to start a TNR program and am wondering if anyone has ever asked their City Council for money?  If so, how did you go about it? I've never even attended a City Council meeting.

    In New York City, we can apply annually for discretionary funding from our City Council members by district. It helps to cultivate a relationship with your councilmember beforehand by visiting their office and learning where they stand on animal welfare issues and crafting an appeal tailored to their district (if you don't already collect data by zip code, now is a good time to start).
