In New York City, we can apply annually for discretionary funding from our City Council members by district. It helps to cultivate a relationship with your councilmember beforehand by visiting their office and learning where they stand on animal welfare issues and crafting an appeal tailored to their district (if you don't already collect data by zip code, now is a good time to start).
