Animal Welfare Professionals

For the past few years my group has been working with a shelter run by the police department free of charge. One of our newest initiatives has been to assist them with getting funds for projects that would increase community partnerships, keep animals out of the shelter, and provide low cost spay/neuter services. As we're going to be the ones responsible for running these initiatives and we know they have the money (because we secured it), we'd like to create a contract that would pay us for our work. Does anyone have experience with this? I'd love to hear how you presented your proposal and see what you included in your contract.
