I just realized you are the same person who I sent an earlier reply!!! Thanks to you and this forum, we finally were able to find a relatively affordable policy through AWOIP (Animal Welfare organization insurance program). We are an all volunteer dog rescue with fosters. After months of looking at many options, we were grateful to find this. Here is the information for our contact:
It took months to get this in place until we found this organization, which took only a couple of weeks. And they were very thorough.

We are a dog rescue that only uses fosters and cannot find liability insurance. I had one in place, but when I asked them more about the details of the coverage, they said they would not cover us. I had to pay a fee for that since they cancelled the policy. If I had not asked, I am sure they would not have covered a claim later. Thanks
