I've been in your shoes not too long ago, and I completely understand how frustrating it can be when you're just trying to settle into a new place and suddenly get hit with extra pet fees.
I went through something very similar with my own emotional support animal. My landlord tried to charge me additional deposits, even though I had a valid ESA letter.
