These do not require a premises license — you apply with your 501(c)(3) paperwork, share your foster-based model, and request support for prevention supplies you purchase through retail or distributor channels.
Some larger foster-based networks (for example, Best Friends’ coalition members) occasionally extend bulk purchasing opportunities to smaller groups in exchange for joining their membership structure. It might be worth asking within your region or state coalition if anyone is already buying heartworm prevention at scale and can add your quantities.
Some foster-based rescues have been able to set up accounts with distributors (such as Chewy’s nonprofit arm or smaller regional suppliers) if they provide a veterinarian’s signed letter of support. This is a workaround when the distributor cannot ship direct but is willing to recognize a foster-based program under a vet’s oversight.
