I don't have a veterinary approved list to be able to share with you, but do have a suggestion for dog-safe scents. I'm not sure if you have a hunting supply store near you (although I suspect, being in Texas, you might) but at our shelter we use the training scents sold at hunting stores such as rabbit, deer, and duck. They're specifically formulated to be safe for dogs, and I feel like it's an under-utilized scent category in enrichment plans. All our dogs love it!
