I would be interested for any shelters to share if they have a plan/protocol that has a detailed action plan for dogs and/or cats that have bitten or manifesting behavioral issues as to how they determine if the animal is safe to place. In other words, what steps are taken to make that determination and what steps/resources/training is used to see if the animal is stressed, medically ill or simply needs guidance before talks of euthanasia. Thank you.
