What about having a tech on-call system? That way all but one tech can unplug, and it rotates days or even weeks. Have an organization-owned phone that travels with the on-call tech, so that the number stays the same.
Our rescue's vet operates both a daytime and afterhours emergency clinic. She has designated one very experienced vet tech who works nights and weekends to be our point of contact. If a foster emails me after hours with an "uh oh" question, I can text this vet tech with the foster's issue (note that the fosters do NOT get her number). She can problem-solve lots of stuff, get us on the books for the next morning, or tell us if it's urgent enough to come in "right now" after-hours. She's often standing right next to the actual veterinarian and can ask a quick question or show them a texted photo, and then text me back the answer. She also helps me with all sorts of random questions about common meds and issues, avoiding lots of vet visits. This tech is an experienced rescuer herself, so she's very patient and helpful. Our vet doesn't charge us for this (the vet tech is her employee and is on the clock while we're doing this) -- but even if yours does charge, I'd far rather pay our organization's local emergency vet a monthly fee for that kind of access than an app service -- it will likely be less money than one of those app services, and you'll get someone connected to your organization's clinic who can start making notes in the file, so there is better continuity of care.
