Job Summary

Under administrative direction, is responsible for managing and coordinating the facility or field operations of the City's Animal Shelter and ensuring the safe, humane care, treatment, housing and
transport of animals. Working conditions are primarily inside an office, with exposure to working in an animal kennel environment.  Exercises direct supervision over assigned staff.

This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission.  This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Essential Job Functions

  • Manages operations, establishes goals and assesses performance of the facility and field operations to include cruelty investigations.
  • Plans, assigns, and supervises the work of assigned personnel and provides advice and counsel to subordinates in ordinances, policies and regulations; oversees the training of new personnel in humane animal handling and care.
  • Assists in the planning and in the implementation of new or revised animal ordinance, procedures and policies.
  • Supervises the operation of a safe and humane animal euthanasia program and remains abreast of modern euthanasia methods.
  • Participates in the development of policies and procedures; monitors work activities to ensure compliance with established polices and procedures; makes recommendations for changes and improvements to training, existing standards, and procedures.
  • Enforces State and City laws, ordinances, and regulations pertaining to animal care.
  • Investigates and responds to special requests and inquiries from the general public.
  • Assists animal care personnel in determining courses of legal action, and in preparing the filing of charges in a duly constituted court of law.
  • Prepares reports and special presentations regarding facility and field operations.
  • Determines disposition of impounded animals as required by laws or ordinances.
  • Works closely with a licensed Veterinarian who is responsible for medical decisions regarding the disposition of sick or injured animals.
  • Participates in the development of the division budget and monitors fiscal operations.
  • Develops management systems to track kennel and field activities; ensures that adequate records are maintained on each impounded or disposed of animal.
  • Coordinates with other departments or agencies in activities related to animal control.
  • Coordinates with other division managers in the scheduling of staff.
  • Interprets department policies to personnel and the public.
  • Provides expertise at the scene to staff during investigations or media presence.
  • Evaluates staff performance in the field to ensure adherence to animal laws, ordinances, etc.
  • Assists with and commutes to emergency animal shelters in the event of emergency evacuations.
  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • Bachelor's Degree from an accredited college or university.
  • Four (4) years of managerial experience.
  • This position requires a valid Class “C” Driver’s License OR valid driver’s license from another state with the ability to obtain a valid Texas Driver’s License within 30 days of becoming a Texas resident.  Use of your own vehicle may at times be required and proof of Liability Insurance will be required.
PREFERRED QUALIFICATIONS:
  • Knowledgeable in Chameleon shelter management system.

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months.  One year of higher education is defined as 30 credit hours completed at an accredited college or university.
  • Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks.  If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.
