When do you decide if a bite warrants an animal to be put down?

We had a dog get adopted out recently who had no bite or aggression history but bit two people within two days after being adopted. He was returned and it was decided he had to be euthanized. While the bites did break skin they were unprovoked (As far as we can tell) and did not require medical intervention. That being said I am curious what the line is for everyone, we follow the Dunbar Bite Scale, but ultimately the decision is up to the Board of Directors.
