What recruitment technique has had the biggest return on investment for your organization?

We use social media and sometimes websites like VolunteerMatch.org. 

We've had the most response from the local high school...the kids recruit each other! And, because we try to keep their participation positive (through events like Pet Photos with Santa), they will participate both as volunteers and bring their own pets to the events. 

We also get regular notifications from adoptapet.com that has a volunteer registration option..."we have found a volunteer for you". Sometimes those matches aren't quite geographically accurate, but it's a great additional offering from that website.
