What ways, other than social media, do folks get the word out about adoptable dogs with behavior challenges, like dog-dog reactivity, etc? How do you find adopters for these dogs? 

Day outing foster! Also: word of mouth (quite a few behavior foster have friends & family who have adopted their fosters), a couple of volunteers sitting outside the shelter for a few hours on a Saturday with a dog who doesn't show well in the kennel, and/or having some higher-level volunteers show the dogs to potential adopters and give additional adoption counseling. But I have to say, most of the adopters for my fosters have been found via social media-- stop signs like, "No other dogs" are never used in marketing but discussed with the potential adopter in context.
