I am writing a blog series for AAWA on the Rural Challenges in the New Era of Animal Welfare. I would love to start a discussion here about what other rural or isolated urban agencies are struggling (or succeeding!) with while trying to implement HASS-style programs like fostering, open adoptions, diversions, etc....
