You can start by seeing if any other large rescues/shelters near you have transport parternishps and team up with them.
For specific cases, like the behavioral dogs, you will need to contact organizations that specialize in that and see if they are accepting transfers in.

Thank you for your reply. That sounds like a great plan to save more animals. How do you go about setting up a rescue partnership like this? Is there a roster of rescues that are accepting animals? I am in California. I am a trainer working with a one-person rescue who seems to overextend themselves and I suggest a reduction of animals would be a more humane approach for both animals and humans. However, I fear that might be difficult because except for a few "turn-key" dogs, most other dogs will need some behavior help. Is there a best way to decide which dogs should be considered for moving? I hope also that there is no monetary transaction for such a transfer and I assume that the recipient rescue will assume ownership of the dogs and would benefit solely should they adopt the dogs out. Rescue to rescue transfer is when a rescue transfers animals to another rescue/shelter that may have more resources, space, better chance of adoption etc.
Here in south Florida, we are typically transferring animals either more north in Florida or to northern states. Our population of cats especially is too great in our area and there are not enough homes, so transferring animals to other rescues helps them get adopted and opens up space for more animals in need. Some partnerships require the animal to be fully vetted, while others may just require first vaccines. It totally depends on the receiving rescue/shelter.
