I'm relatively new to the animal rescue world. I've recently come across some conflicting information from the state of California.
I was told that only city-funded shelters are allowed to take in strays, and no kill animal rescues are legally prohibited from doing so. However, I do see some small foster based animal rescues taking injured cats off the streets, getting them treatment, and adopting them out.
I wanted to clarify to see how they do this, and if this is really allowed.
