How does your local shelter/rescue establish partnerships in other states for the transfer of adoptable animals?

I run a very small feline shelter in rural South Carolina and have not had the best of luck with adopting about cats/kittens. I know our shelter is not an easily accessible place and have not had any luck with being able to hold an offsite adoption event. I am looking at ways to possibly partner with outstate rescues/shelters to be able to provide adoptable homes.

I am a transfer partner in that area often, how far away are you from Columbia or Kershaw SC?
