🐾 I'D LIKE SOME PROFESSIONAL EYES ON A PROPOSED TEXAS ANIMAL-WELFARE LAW
Hi everyone. I'm Kelly Butler, founder of Remi's Safe Place, and I'm working on something very personal to me that I hope can become something much bigger than my own story.
I have developed a proposed legislative framework called Friday's Law - The Companion Animal Protection and Accountability Act.
Friday's Law was created after losing dogs I loved and watching countless healthy, treatable, and rehabilitatable shelter animals face euthanasia when other options may exist.
The proposal addresses:
• Space-related euthanasia
• Medical treatment and veterinary review
• Behavioral assessment and rehabilitation
• Rescue and transfer opportunities
• Animal-cruelty accountability
• Shelter transparency and public reporting
• Community prevention and education
• Veterinary/spay-neuter assistance
• Protections for pets belonging to unhoused and low-income families
• Public-safety exceptions
This is a working proposal, not yet filed legislation.
Before I take it to Texas legislators, I want people who actually work in animal welfare to challenge it.
I would genuinely like to know:
What did I get right?
What did I get wrong?
What is unrealistic?
What is missing?
What language needs clarification?
What would make this more workable in the real world?
I am especially interested in hearing from shelter professionals, rescue organizations, veterinarians, behavior professionals, foster coordinators, animal-law professionals, advocates, and anyone working directly with underserved pet-owning communities.
I don't want to create legislation based solely on emotion.
I want to build something that is evidence-based, practical, enforceable, humane, and capable of actually saving lives.
I'm beginning with Texas, but my long-term goal is to develop a model that can be considered nationally.
I have attached the current working draft.
Please don't be afraid to tell me what needs to change. That's why I'm sharing it here.
If Friday's Law is going to have a chance of helping the animals we all care about, it needs more than one person's voice.
It needs a community.
