This is a challenge shelters and rescues are facing all over the country, not just in Los Angeles.
While technology can certainly help with matching, communication, and coordination, I've found that the biggest obstacle is often foster recruitment and retention. Many people don't realize that fostering can literally save a life without requiring a lifelong commitment. Others worry they'll become too attached, that they don't have enough experience, or that their home isn't suitable. I, myself, haven't been able to bring myself to foster an animal. In part, because I have several dogs who don't get along with other animals, and because I truly struggle with the concept of opening my heart/home only to have to let the animal go.
In my experience working with shelters, some of the most successful foster programs focus heavily on education, support, and ongoing communication. When fosters feel connected, have a clear point of contact, receive updates, and know they're not navigating challenges alone, they're much more likely to foster again.
We built a Foster Portal into Pawdango for this exact reason. It helps a foster stay connected with the shelter, access information about the animals in their care, submit updates, photos, and questions, and feel like they're part of the lifesaving team rather than operating on an island.
That said, I don't think software alone solves this problem. The real challenge is helping more people understand just how critical fostering is and making the experience as positive and supported as possible.
