No, it is not SPAM.  Our TN-based non-profit qualified for the $10K a month in Google Ads (not any cash!) and started advertising in March 2024.  We run a variety of campaigns and you will need to have "landing pages" on your website for each campaign.  It is very complex and we actually hired a consultant to help us. She is based in RI and is an expert and animal lover too!   For Example: to keep getting the $10K a month, you must maintain a CTR (Click Through Rate) of at least 5%.  Ours has been around 15-17%.   We decided to try this for a year to see what the results are.  We've gotten a few new donors and definitely increased our exposure nationally which we hope will help lead to new financial resources.  I do think the fact we qualified has helped us with some national grants we applied for and received.  If you are interested contact me privately and I will provide name of our consultant.

Google Ads is a real thing, but this sounds like someone selling services to help you get and use the grant.  I'm sure there are legitimate services, whether or not this is one, I don't know.

Impossible to know without more details. I wouldn't trust any email out of the blue because literally anyone could generate it and then scam you. Don't click on anything in the email.  I'd go straight the source, aka Google, to ask about the program: https://www.google.com/grants
