How do I deal with a problematic rescue?

I am volunteering with a rescue in California.  The owner of therescue is out of state but has pull rights at some shelters here.  For many reasons, the rescue is not run well but the latest issue is that I have requested dog training for some of the dogs with problematic behaviors to be able to get them adopted more successfully.  The owner of the rescue is refusing saying that the rescue has no insurance and she doesnt want to have liability issues with a trainer.  The trainer has stated she would sign a waiver and release form and furthermore the dogs are more of a liability without training.  She furthermore stated that she trains with other rescues and private clients and that this issue has never come up before.  Does anyone know anymore about this situation? I am ready to pull out of this rescue altogether but dont want to leave the dogs stranded in boarding.
