I am also fairly new to the community cat colony issue, but I did reach out to our local Humane society and they had a lot of information to share on the TNVR program as well as contact information for our area where I am located.
I would give them the basic information on the traps, as far as "keep the animal out from adverse weather, don't leave them in the trap any longer than necessary, etc"
I would give them any information on the veterinary services/clinic that your department is contracted with.
As far as keeping track of the caretakers or colony locations, you can use Google map to place pins and then name each location. Simple, but effective.
