Most people with unaltered pets can't afford to pay for spay/neuter surgery and/or don't have the ability logistically to get it done. So charging them more money is simply punishing people for being poor, and it increases the chances of the pet being surrendered and separated from its family for no good reason.

Our County's advisory board is considering revising our ordinance to include mandatory microchipping without pet registration. Reclaim fee would be based on whether they are altered or not. Anyone have experience with this?
