We have a list of local businesses that are pet-friendly, which can be a great option for a rainy day! Check with your local hardware stores and greenhouses/plant nurseries as those have been a common "type" that is dog-friendly in my experience.
There are also several nation-wide chains that are typically pet-friendly, like Home Depot, Bass Pro Shop, JoAnn Fabrics, Hobby Lobby, and Nordstrom. Here's a good reference list -https://www.rover.com/blog/dog-friendly-stores-in-america/

Hello! We have a burgeoning day trip program (Doggy Daycation). We have had a good interest and most people are doing outdoor activities with their charges as they have pets at home and are to keep them separate and most people don't have the ability to have enough spaces to lock their pet away and have the foster pet- most folks have townhomes/apartments/condos. This policy won't change in the near future.
Anyway, we're in Southern California and unfortunately, sometimes, it does rain (it's terrible, thank you for your sympathy ;) ). We are so unaccustomed to this that I am at a loss for any indoor activities for daycations. It will also be helpful for days it's too hot for hikes/outdoor activities. I wanted to see if your facility has any good indoor fieldtrip ideas.
Thank you for any suggestions you may have!
