There's nothing really required, unless your state has specific requirements, but I haven't really heard of that being a thing.
Privacy policies that include use of tracking cookies are fairly common for medium and large size businesses, but they're definitely not a requirement. Unless you're planning on using information submitted through your website in ways that wouldn't be considered normal (I.E. using adoption forms or donation forms for more than adoptions or donations) I would say you don't really have an ethical or really even a practical reason that you'd need to write and include those policies.
Instead, make sure you're focusing on the functional items of your website that will help people interact with you.
- Where you're located
- How people can contact you
- A list of your animals
- How to adopt
- How to donate
- What your needs are
- News, updates, and events about your organization
- Forms for adoption, donation, foster, volunteer, etc.
- Brief descriptions of what those things are and how the forms work, what info you're seeking and why
- Other resources or services you provide
- Information on how people can get animals to you if you allow that
- General information about your organization, staff, board, etc.
- Social media links
- Answer as many questions as possible so that people can find them on your website without having to call you
