I'm not sure I understand the question - but based on the questions that first come to mind for me, it sounds like that could get pretty messy and frustrating - not to mention confusing for customers who are in need of help.
My initial questions would be:
Are you saying you would only take 1 kitten or puppy from a litter, and not the whole litter? How would that work if they were still with mom for nursing or the weaning/social learning period? Or do they have to be a certain age before that policy would kick in - i.e. you will take a litter of kittens but will only take 1 pet from "adult siblings" living together. What if they aren't related but have lived together for years? Would that count as siblings? What if they are bonded (and how would you gauge before intake if they are bonded and should stay together OR they are not bonded and can be split up)?
