If your shelter has a privacy policy for volunteers, this might be one consideration for keeping it password protected... Like if resources or training materials involved bite or euthanasia protocols that are not for the public.
But, if your resources are public, you may have help resources that other shelters or just the general public might find useful, like dog walking and behavior... But a con to that would be that others might steal it and claim as their own :(
When I worked at a shelter, all of our volunteer stuff was for volunteers only. It was kind of one of the perks of being a volunteer: you have special access to this.
