I feel your pain Lynda! We have been looking for volunteer help for other types of non hands-on, background work and it's tough!
In your ask for help, be VERY clear about what you are asking. That can help generate more interest.
Having a new web person jump into an existing website can open up a can of worms and lead to bigger problems and expenses down the road unless expectations are not clear from the beginning.
In your recruitment ad, make sure you describe the current platform your site is built in, and what level of site change and ongoing management you are looking for. Spell out the kind of IT background your team is looking for in a volunteer, and about how much time you expect a volunteer will spend on that project. Also, have some examples of existing websites that you want yours to resemble, so that a potential volunteer can set your expectations (and you can set theirs).
Do you have any budget at all where you can offer a small stipend? We are about to go that route to find publicist help next year.
