Hi Kelly-
Would have to be operations grant.
I would keep trying local foundations. I haven't came across a specific one for employee compensation but you can check these out...

Subject: Where does a small, relatively new 501(c)(3) rescue find the money to hire part-time help?
Hi all!
My name is Kelly Jacobs, and I'm a volunteer/foster for Lucky Dawg Animal Rescue located in Chester County, PA. We are a very small organization and 100% volunteer-run (and volunteer help can be inconsistent at times). We rely solely on fundraising efforts, adoption fees, and community donations. I recently started applying for grants through local philanthropic groups to cover expensive vet bills. Are there specific grants or other opportunities that you know of to hire 1 or 2 part-time employees to care for our kennel dogs?
I would love to get into rescue work full-time, but doing it for free is not sustainable. Any advice or resources would be greatly appreciated! Thank you.
