Why is my puppy eating like she's starving. I can't even get the food in bowl and on the floor and she's attacking it and it's gone in 5 seconds is this institutionalized/shelter behavior I'm very concerned because she's not even chewing the food just swollowing every bite

My dog wolfed his food down for 14 years until one day he refused to eat or finish his meal. That’s when I knew he was sick and sure enough he was finally getting affected by kidney disease. But I adopted him when he was pretty young. Could be stray/shelter-dog survival behavior. On the other hand, some dogs are just ravenous eaters.

I would probably check with a vet to make sure it’s not a medical condition or parasites. But you may also want to try a bowl that has separate sections to slow down their eating. For example, the one I used to use for my rescue was shaped like a flower. Others have a ball in the center.

Or use a dog puzzle where you hide kibble in different compartments, or roll to get the kibble out. It’s also a good mental activity. You may have to guide them at first.

Cheap alternative is to teach your dog to sit stay while you hide their kibble around (in plain sight first) and then tell them to “find it”.

Thanks for your advice yeah we just got her a few days ago and still learning her personality. I told my wife the same thing I think getting her a food bowl that makes her work for food would better suit her. I'm sorry to hear about your doggy. Honestly there not dogs there family.
