I am in charge of our local TNR program as a volunteer leader. To work most effectively, I do not sit by a trap myself, but rather meet with the colony feeder, set them up with the needed amount of traps, arrange for the spay/neuter, instruct them on the basics of trapping, and have them monitor the traps. If they are able to, they transport, hold, and recover the cats, otherwise my volunteers and I step in. I am available on the phone through the whole process if they need advice or hands-on help. This way we have TNRed over a thousand cats in 4 years with only three volunteers. The impact is visible in intake and kitten numbers.
