Hawaiian Humane has the animal services contract for Honolulu County, but we lease our property from the City. There are no other City functions on the property. I don't know if that helps.

Alpine (TX) Humane Society partners with the city-operated shelter. We have 2 staffers on-site, providing enrichment and adoption services. We pay for all food and vet bills. The City provides animal control officers and maintains the shelter. We are just now formalizing a memorandum of understanding (MOU) between us.
