I live in an apt complex thats allowing tenants dogs to harass the ferals here that are in my yard not theirs. I have been trying to work with PACCs feral program when the ferals started staying in my yard for safety and then food/water. This apt complex new mgmt refused to answer Feral PACCs R. Bells emails to come in here and trap them. I believe is because this manager M. Brown doesnt want them returned. The other managers before her didnt mind for I had seen some cats here with clipped ears. I had tried to get the ferals used to me but the people in back kept sending their dogs out, put on the laundry machines really loud that are in our backyard and throwing things like rocks etc at them. A momma cat brought her 3 kits here and tenant 343D used the machine that needed to be fixed screeching loud that sent two kittens to scatter right into theirs and 345Ds yards. They came back 3 days later only for 343D to do it again and the two never came back. I had told the feral program R. Bell and mgmt what happened. Its been over 1 yr that these tenants have been harassing them and nothing has been done to them. I have had about 5 cats and 2 kits gone missing. Right now the father and the one kitten still comes and a couple of new ones but as always these people chases them out by making loud noises as stated. The father cat had gone near 343Ds fence and it looked like someone did something to him because he shook his head moved closer to apt and started wiping his face vigorously and now he is sick. Called PACC dispatched told me that the Police handles these situations. I told the Police about them harassing and throwing things like bones, rocks etc. I even found a chocolate candy wrapper and you all know chocolate is bad for them. I had not seen the father cat today and as I stated he was sick. My daughter checked to see if he died in our yard, he didnt. So we are going to look for him around this apt complex. We will see for I wouldnt put it past these people to have harmed him. It makes me mad that 345D has cats too, even lost one, yet still sending her dogs after the ferals. So tell me why have them returned when people are going to harm or kill them. This happened in Sierra Vista when I was fostering and trapping. They were poisoning them with anti-freeze and shooting them with bb guns and also had their dogs chasing them etc. I tried to help these ferals but no one here is helping me deal with these people from harming and killing them. Now 2 months ago 344D brought in a dog to do the same as the others are doing. This isnt the same dog that they had sent out when I was in my yard who just sniffed under the fence and never barked at all at me or the father cat who was right next to the fence laying there. These are aggressive barking dogs who wouldnt think twice about going after the ferals and my daughter and I if the fence wasnt there. 345D had sent their big dog after my daughter and I when the fence was partially down to put new pipes in. We were doing our yard when she sent the dog out and the guy came out, grabbed him and told her off. She told him something and laughed about it. I had told this manager but as I stated before nothing was said to them or done. That was two Decembers ago and counting. Everytime I open my door to feed the ferals, 343D comes out turns on machine or sends their dog out aggressively barking at their fence. I feed them @ 9am without their knowledge, next day 343D is outside @ 8am. Always out earlier the next day and I told mgmt that hes harassing me and the ferals. I live in a one level apt and the ones in back are townhouses so they use their second floor window to spy on me. 343D makes sure hes always outside so I cant go out in my own yard. So we take our phone to record when we are out and feeding them for prove. Im tired of seeing these cats that trust me to protect them and fed them keep being abused by these people when they are in my yard not bothering anyone. Where is the law for this here? For I had gotten PACC to sent letters to these people for their dogs aggressively barking but the dont fined until you file a complaint form and do a log of the barking to take them to court for it. So they continue to get away with the harassment even though we also signed a pet addendum about the barking etc. Manager wont enforce the rules. She doesnt have any problem breaching our contract to allow them to continue to harass us and the ferals. As stated where is the law here for the ferals?!
