1. New adopted dog Tigger eats fast and then eats our other 3 year olds red nose pits food. He takes her treats right out of her mouth and she is being VERY patient. He acts like he is starving and I don't know how to stop him. I'm thinking he just hasn't trusted that food will be there tomorrow. Any advise on training GOOD MANNERS?

I would simply separate them for meals since meals are a survival item.  I would not make survival items contingent upon behavior (training).

Agree about separating. Maybe also consider getting a slow feeder for Tigger?

Most of the dogs we pull from shelters are like that. Almost 100 percent of our fosters.  It goes away with meals given at consistent times.  Must feed separately.  You do not want the patient dog to feel like she must fight for her food.
