Animal Welfare Professionals

Hi all, 

I'm wondering if there are shelters/volunteer management that has a "Time off" policy in place for their volunteers.  Currently I have several volunteers that are/have been been out for several weeks at a time for various reasons. While I have isolated their shifts and promise that they will have that shift when they get back, I also don't want these shifts to sit their empty when I could get new volunteers in the help our staff. 

Any feed back or suggestions would be greatly appreciated!

We are in a community that has a summer population increase, doubles in size.  We love our summer volunteers, usually skilled workers with experience working with animals in their winter communities.  They are key assets for us during our peak seasons.  The winter people are usually happy to get a break, not to have to come as frequently because they understand we are short handed, when the summer folks arrive.  They get a rest period.
