From a holistic behaviorist perspective, I suggest to have a short interaction video of each dog with a volunteer and people should pick up three candidates to meet and interact in a calm meet and play room.
Having people walking through barking kennels is stress full for both kids, people and dogs. It would be unfair to good but stressed dogs to be shown in a stressful condition.
A skilled adoption Counselor or the dedicated volunteer would see how long the dog can handle a meet and greet and supervise the interactions and educate the adopters of proper meet and greet etiquette.
Even if dog is not the final candidate this would be a great experience for the dog. finally if they like the dog, people can take the dog for a walk.
