    Hi all,

    I am looking for feedback on what people think are the top 10 attributes of a progressive animal welfare program.  In other words, what programs, procedures, processes do the best shelters have in place to promote life saving outcomes?  For example, Adoption programs, volunteer programs, Return to Field, Transfer, etc.  I was certain I saw a presentation on this at HSUS in Kansas, but can't seem to locate my notes.  If anyone has any links or presentation notes, that would be great also.  Thank you!!

    Here is what i have written down as Ellen Jefferson's (of Austin Pets Alive!) 12 point programmatic recipe for success:

    1. Workplace culture agreement
    2. Large scale foster program
    3. Progressive adoption policies
    4. SNR- ALL outdoor healthy cats
    5. Intake diversion
    6. Progressive return to owner (RTO) policies
    7. Transfer or Transport out
    8. Disease prevention/animal flow protocol
    9. Timely medical care to make ready for adoption
    10. Specialty programs
    11. Large adult dogs - adequate capacity
    12. Euthanasia list scrutiny and sharing
