    I have been asked to speak to a rural community about Breed Specific ordinances.  The city council had passed an ordinance banning all bully breeds, Rottweiler and Cane Corsos. They recalled the ordinance and are hosting a community meeting to discuss the issues.  This rural community does not have animal control. 

    Any talking points that you think are important?

    1. Ineffectiveness: Breed restrictive laws, such as breed-specific legislation (BSL), have been shown to be ineffective in reducing dog bite incidents or improving public safety. Studies indicate that factors such as responsible ownership, proper training, and socialization have a greater impact on preventing dog-related incidents than targeting specific breeds.

    2. Misidentification and Discrimination: BSL relies on breed identification, which can be subjective and prone to error. Many mixed-breed dogs may be misclassified or wrongly labeled as restricted breeds, leading to unfair treatment and discrimination. Punishing dogs based solely on their appearance rather than their behavior or individual temperament is unjust and can lead to innocent animals being unjustly targeted.

    3. Focus on Responsible Ownership: Breed restrictive laws divert attention and resources from addressing the root causes of dog-related incidents. Instead of targeting specific breeds, efforts should be directed toward promoting responsible dog ownership practices, including proper training, socialization, and education for owners. Encouraging responsible ownership across all breeds can help foster safer communities.

    4. Negative Impact on Animal Welfare: Breed restrictive laws often result in unintended consequences that negatively impact animal welfare. These laws may lead to an increased number of dogs being euthanized or abandoned as owners face restrictions or are unable to comply with the regulations. Additionally, BSL may discourage responsible owners from adopting certain breeds, limiting their opportunities for finding loving homes.

    It is important to focus on evidence-based, comprehensive approaches to public safety that promote responsible pet ownership, education, and community engagement rather than relying on breed-specific legislation, which has shown to be ineffective and unfair.

    Highlight the importance of community involvement, promoting positive interactions, and addressing individual dog behavior rather than generalizing based on breed.
