    Foster care programs play a vital role in providing temporary homes and care for animals in need. These programs are essential for ensuring the well-being of animals and supporting the work of animal welfare organizations. To gain insights into the utilization and support of foster care programs, Maddie's Fund has conducted a biannual survey in the United States. This presentation focuses on the findings from the survey conducted in 2022, as well as trends observed when comparing the data to the surveys taken in 2018 and 2020.

    I have a question about the data shared on this slide:

    Is this data comparing organizations with different practices to one another OR does it reflect specific organizations who have removed barriers and the percent change afterward?

    Hello! Thanks for your question. We compared organizations who had the specific requirement to those who did not have the requirement. For those who had the requirement, we noticed a decrease in pet placement. In the chart above, we reported the percentage change.

    For example, in physical shelters, requiring home visits led to a 74% decrease in pet placement, meeting pets living in a household resulted in a 71% decrease in pet placement, meeting other members of the household caused a 66% decrease in pet placement, landlord checks showed a 59% decrease in pet placement, and reference checks resulted in a 57% decrease in pet placement.

    Similarly, in rescue organizations, conducting home visits resulted in a 56% decrease in pet placement, meeting pets living in a household showed a 58% decrease in pet placement, meeting other members of the household led to a 45% decrease in pet placement, landlord checks led to a 37% decrease in pet placement, and reference checks showed a 36% decrease in pet placement.

    Hello,

    Thank you for a great webinar on fostering.  The trends in fostering are fascinating based on the surveys. I am excited to see virtual training is becoming a thing. In fearful cases, virtual training removes stress for the learners since facing a stranger is avoided. I am a trainer and have done virtual training with foster caregivers with lots of positive outcomes. Exciting work! Thanks again.

    Hello all! I recall someone on the call asking about our definition of fostering. In the survey, we asked participants to include all types of fostering except day outings.

    Hello,

    We do know that concerns about liability are a barrier to having a foster care program. 30% of organizations that did not have a foster care program mentioned concerns about liability as a reason why they do not have one. Unfortunately, the slide about percent change in pet placement only focused on requirements before fostering for foster caregivers and we did not ask about any liability requirements for foster caregivers. Hope this helps!

    Hi Audris,

    I am also very curious about liability. For shelters and rescue organizations that have a foster care program,  do they assume liability or the foster caregivers do via homeowner or renter insurance? For the organizations that do carry liability, how do they do it? I can see liability being a barrier.

    @Julielani Chang from what I've seen, most waive liability in their foster agreement (or attempt to, as laws on whether this is possible vary by state). This is something I'd suggest talking with your insurance company about in detail, as in addition to laws, policies and requirements vary widely.

    I met with the head of risk management for a large county a while back and she was super helpful to me in getting a bigger-picture understanding of liability. In case they can be helpful, you can see my notes from our meeting here.

    Thank you for your reply. Both the agreement sample and the notes are very helpful. From the agreement, I can see that the fosters assume all responsibilities should anything happen to the animal or people during the foster period.  I assume this the current and acceptable practice.
