Thank you for your reply. Both the agreement sample and the notes are very helpful. From the agreement, I can see that the fosters assume all responsibilities should anything happen to the animal or people during the foster period. I assume this the current and acceptable practice. Thanks again.

@Julielani Chang from what I've seen, most waive liability in their foster agreement (or attempt to, as laws on whether this is possible vary by state). This is something I'd suggest talking with your insurance company about in detail, as in addition to laws, policies and requirements vary widely.
I met with the head of risk management for a large county a while back and she was super helpful to me in getting a bigger-picture understanding of liability. In case they can be helpful, you can see my notes from our meeting here.

I am also very curious about liability. For shelters and rescue organizations that have a foster care program, do they assume liability or the foster caregivers do via homeowner or renter insurance? For the organizations that do carry liability, how do they do it? I can see liability being a barrier.

We do know that concerns about liability are a barrier to having a foster care program. 30% of organizations that did not have a foster care program mentioned concerns about liability as a reason why they do not have one. Unfortunately, the slide about percent change in pet placement only focused on requirements before fostering for foster caregivers and we did not ask about any liability requirements for foster caregivers. Hope this helps!
