    I've been doing some research about CNVR programs for dogs. I've found numerous CNVR programs on other continents such as Asia, but I found conflicting information for the USA. Are shelters/rescues using CNVR programs for dogs? If so, to what extent? Have these programs been successful?

    NOTE: I understand that cats and dogs are different and face different challenges.
