Refer to your own local laws on whether or not animals can be listed for adoption while on a bite quarantine, because it can vary. The ones who can be listed are a very specific thing.
In our area the bite quarantine animals are removed from adoption - and public adoption spaces - and at our shelter we use a "Staff Only" sign to avoid any issues with onsite volunteers with varying levels of training. If the animal is temporarily waiting to go to foster (and not being removed from the adoption floor) we place "Currently Not Available for Adoption" and Staff Only. I have also seen color coding used with each enclosure marked with a color: green for friendly and anyone can handle, red or orange for staff only, etc. You can create your own designations that work for your shelter. This way everyone on site knows what this means but the public will not. This can also help everyone on site know what to expect from each particular animal and approach accordingly. It's a great behavioral tool, because you can move an animal from red to yellow to green as they calm down or their behavior shifts over time.
Also, a conversation-based adoptions process can facilitate visits with particular animals and reduce risk of interaction between the public and any animals that have special needs or challenges.
